TDR trading values are dependent on the demand- supply equilibrium in the TDR market. The amended TDR are likely to add to an already existing over supply of DRCs and will limit the demand due to higher costs. As a result, landowners may continue to prefer monetary compensation which is based on Guidance Values as per the Right to Fair Compensation and Land Acquisition, Rehabilitation and Resettlement Act, 2013.
